The most relevant Mobility Management Plans (MMPs) and Mobility Management Measures (MMMs) will be defined by Shift2Sustain together with stakeholders from seven Pilot Cities.
After the MMPs and MMMs are tested and implemented in the Pilot Cities, they will be evaluated for impact.

Oeiras, a coastal municipality in Portugal, is a small but densely populated urban area covering approximately 46 square kilometres and home to around 172,000 inhabitants. It is part of the Lisbon Metropolitan Area and plays a relevant role as a residential, business and innovation hub.
Oeiras has strong sustainability ambitions and, within this project, aims to promote sustainable urban mobility by reducing car dependency and encouraging public transport, active mobility, and shared and electric mobility solutions. Key measures include its Sustainable Urban Mobility Plan (SUMP), continued investments in cycling and pedestrian infrastructure, the “Oeiras Move” shared mobility service and the implementation of more restrictive parking policies aimed to optimise the use of public space.
Within the framework of the Shift2Sustain project, Oeiras also aims to strengthen mobility management approaches, particularly through the engagement of public and private stakeholders, the monitoring of travel patterns and the implementation of pilot measures that promote behavioural change and more efficient, inclusive and sustainable mobility solutions.
Turin, located in Italy, is a high-density city with around 861,000 inhabitants spread across approximately 130 square kilometres.
Turin’s mobility objectives within the project focus on advancing sustainable transport as part of its ambition to become one of Europe’s 100 climate-neutral cities by 2030. In addition, the city aims to pilot Mobility Management actions, particularly to improve travel during major events and among school communities.
Copenhagen, the capital of Denmark, has a population of around 654,000 and a high urban density of approximately 7,260 inhabitants per square kilometre, spread across about 90 square kilometres.
The city is strongly committed to advancing zero-emission mobility in the coming years. Its strategy for Shift2Sustain is to prioritise active modes of transport – such as walking and cycling – alongside public transport, supported by climate-positive urban design. These efforts contribute to Copenhagen’s broader ambition of achieving carbon neutrality by 2035.
Gdańsk, a major port city in Poland and the leader of Tri-City Metropolitan Area (Gdańsk – Gdynia – Sopot), is a densely populated urban area with around 487,000 inhabitants spread across 266 square kilometres.
The city’s sustainable mobility goals focus on developing a complementary and integrated urban transport system, combining walking, cycling, and public transport. These services are designed to be accessible to people with special needs while reducing the negative impacts of private car traffic. Within this project, Gdansk wants to promote sustainable urban mobility and support city logistics.
Zagreb, the capital of Croatia, is a densely populated city with around 767,000 inhabitants spread across approximately 46 square kilometres.
Within this project, Zagreb’s sustainability goals focus on shifting commuting habits, particularly by engaging large employers such as hospitals and government agencies. The city has introduced a park-and-ride system with around 700 spaces and frequent bus connections and continues to explore additional measures to reduce car use.
Sarajevo is the capital of Bosnia and Herzegovina, with around 422,000 inhabitants spread across approximately 419 square kilometres, making it a low-density urban area.
Sarajevo is committed to implementing Sustainable Urban Mobility Plans (SUMPs). Within this project, the focus is on developing accessible and safe mobility, advancing a zero-emission transport system, and promoting innovation in the sustainable development of transport.
Izmir is Türkiye’s third most populous city, with 4.5 million inhabitants spread across approximately 12.000 square kilometres and comprises 30 city districts, 11 of which are situated in the metropolitan area. With its strong port city identity, Izmir lies at the intersection of industry, trade, tourism, and agriculture.
Through this project, İzmir aims to develop an inclusive, accessible, sustainable, safe and well-connected transport system, in the framework of Shift2Sustain project, strengthen active mobility policies, and respond to the city’s diverse mobility needs – ultimately contributing to a more liveable urban environment.”
