Specific actions
Create a database of European Mobility Management Plans (MMPs) and Mobility Management Measures (MMMs) and understand their drivers and barriers.
Develop an assessment plan for the MMPs and MMMs that evaluates according to indicators related to the adoption of transport modes, and their potential impacts.
Involve stakeholders, co-design solutions and test various MMMs through focus groups, community of practices, the Play2Shift digital and analogue serious games and the Earn2Shift gamification app.
Empower stakeholders in developing, implementing and assessing MMPs and MMMs by disseminating a comprehensive and transferable set of guidelines and toolkits targeting capacity building and exploitation of Shift2Sustain’s findings.

Founded in 1895, the university gained university status in 1966. |
AU leads the task on identifying travel trends and strategies leading to the most successful mobility management interventions and the task on developing Shift2Sustain’s capacity building and learning toolkits. They also lead the project’s efforts in technical dissemination through events and publications.

Turin’s mobility objectives within the project focus on advancing sustainable transport as part of its ambition to become one of Europe’s 100 climate-neutral cities by 2030. In addition, the city aims to pilot Mobility Management actions, particularly to improve travel during major events and among school communities.
EIT Urban Mobility is Europe’s largest innovation community for urban mobility, launched in 2019 by the European Institute of Innovation and Technology. It brings together cities, industry, academia and startups to accelerate the transition to sustainable, efficient and inclusive transport systems in urban areas through innovation scaling, education, pilots and partnerships.

Within this project, Gdansk wants to promote sustainable urban mobility and support city logistics. |

Izmir aims to develop an inclusive, accessible, sustainable, safe and well-connected transport system, in the framework of Shift2Sustain project to strengthen active mobility policies and to respond to the city’s diverse mobility needs. Ultimately, the goal is to contribute to a more liveable urban environment. |

Sarajevo is committed to implementing Sustainable Urban Mobility Plans (SUMPs). Within this project, the focus is on developing accessible and safe mobility, advancing a zero-emission transport system and promoting innovation in the sustainable development of transport.
Municipal government of Copenhagen. The City Council and Lord Mayor manage local services, urban planning, housing, environment and social issues. They are also involved in transport, infrastructure and other civic duties for the city.

Its strategy for Shift2Sustain is to prioritise active modes of transport – such as walking and cycling – alongside public transport, supported by climate-positive urban design. These efforts contribute to Copenhagen’s broader ambition of achieving carbon neutrality by 2035. |

ODRAZ – Održivi razvoj zajednice is a Croatian civil society organisation that promotes and supports sustainable development through education, workshops, policy advocacy and community participation, working across local to international levels to foster social, economic and environmental sustainability. |
ODRAZ supports the City of Zagreb with their pilot activities.

Panteia is a Netherlands-based, data-driven research and consulting organisation providing policy research, market research, data analytics and advisory services to governments, non-profits and businesses to support evidence-based decisions and policy implementation in areas such as transport, economy and society. |

Panteia leads the task of highlighting the primary lessons stemming out of the evaluation and devising policy guidelines based on the findings of the project. Evidence-based recommendations will be offered to empower mobility observatories and authorities. These will further contribute to the development of mobility training plans, as well as MMP and MMM toolkits |
Parques Tejo, E.M. is a municipal public company in Oeiras, Portugal, established in 1998 to develop and manage urban mobility, logistics and parking solutions that improve transport accessibility, safety and sustainability for residents and visitors.

TIS is a pioneer in transport and mobility consulting. With over 30 years of experience, they transform challenges into innovative solutions, working to develop consulting, auditing, and investigation projects.
TIS coordinates the Shift2Sustain project. Additionally, they lead tasks on stakeholder consultation on existing MMPs, co-creation with stakeholders and communities and exploring the cross-sectoral catalytic effects of mobility management on SUMPs and broader climate change plans
TRT Trasporti e Territorio is an independent Italian transport consultancy and research firm, founded in 1992, that specialises in transport economics, mobility planning, modelling, policy evaluation and sustainable transport innovation, working with public authorities, international institutions and private partners across Europe and beyond.
TRT leads the task of evaluation the MMP and MMM tested in the previous stage of the project, through a set of KPIs selected based on the findings from the conducted research earlier in the project. The findings generated through this evaluation will provide qualitative and quantitative evidence to enable the comparison of how different MMM are better adapted to different contexts and change different users’ travel behaviour.

TU Delft is also a major centre for transport and mobility research and innovation, with strong academic programmes in transport planning and logistics, real-world testing facilities and collaborations on future-oriented mobility solutions. |

UIRS (Urban Planning Institute of the Republic of Slovenia) is Slovenia’s central public research institution in spatial and urban planning, conducting interdisciplinary research and consultancy on sustainable development, transport and urban mobility, regional planning and environmental and social planning across national and European contexts. |
UIRS focuses on a comprehensive collection of existing EU Mobility Management Plans together with other project partners, ensuring good geographic coverage and balance and cities under different environmental and socioeconomic contexts.

Within the framework of the Shift2Sustain project, Oeiras also aims to strengthen mobility management approaches, particularly through the engagement of public and private stakeholders, the monitoring of travel patterns, and the implementation of pilot measures that promote behavioural change and more efficient, inclusive and sustainable mobility solutions.

Within this project, Zagreb’s sustainability goals focus on shifting commuting habits, particularly by engaging large employers such as hospitals and government agencies. The city has introduced a park-and-ride system with around 700 spaces and frequent bus connections and continues to explore additional measures to reduce car use.
